Kelvin Parsons, MHA for Burgeo - La Poile District and
Opposition Natural Resources Critic, has many questions in wake of the
revelation Wednesday Premier Danny Williams has initiated secret talks to
explore development options for the Lower Churchill hydro development.
"The news that the Premier signed an MOU in private over
a month ago on such an important issue is a surprise," said Parsons. "While
I understand some information should remain confidential, I believe the
Premier has a duty to be accountable to the people for the actions of his
government. The 1969 Upper Churchill contract that has had tremendous
financial implications for this province was signed in private in a similar
manner.
"I would like for the government to provide the public
with answers to some basic questions before the Premier moves any further
into this arrangement. I feel it is essential and possible for the public to
be aware of the parameters under which this MOU was signed without
disclosing propriety information."
The following are just some of the questions the
Natural Resources Critic would like answered on behalf of the public: "How
much direct cost there will be to the province? Is this the only option
currently being explored? What implications will this have for further
negotiations with other partners like Quebec, Ottawa or other private
companies? Is this proposal tied to the fixed link proposal? Has the
government consulted with Aboriginal groups? How long will this process
take? If a deal is reached, will it be presented to the House of Assembly
for public approval before final sign-off?"
The Liberal MHA believes development of the Lower
Churchill is very important to provide proper benefits for the province. He
believes government should not rush into a deal in private, but explore all
options and move forward only when details are fully disclosed and the
public is happy with the agreement. |
